How do I work with Import Taxes without affecting Tax-free Products?

Hello,

I was wondering if it would be possible to consolidate import taxes into the final price without affecting products that are tax-free, and while I did see that you can add shipping cost first and then apply the price rules, I only want to do that if it’s over a certain price.

In my case, the products would be taxed with a percentage over both the product price and the shipping price, but the question is HOW I’m going to do that without affecting the tax-free products.
